Project Management Consultancy —
Owner’s Engineer India
KVRM acts as your independent Owner’s Engineer — protecting your interests from design through commissioning, with no conflict of interest. End-to-end PMC for data centre builds, Gigafactory construction, hospital projects, and industrial plant expansions. IQ/OQ/PQ commissioning management. Independent variation order assessment. Serving projects across India and internationally from New Delhi and Navi Mumbai.
KVRM as Your Owner’s Engineer — No Conflict of Interest
The most important PMC question is not which services are offered — it is whose interests the PMC represents. KVRM acts exclusively for the project owner.
An EPC contractor’s interest is to maximise margin and minimise risk — legitimately. An equipment vendor’s interest is to sell their equipment. A design consultant retained by the contractor has split loyalties. The Owner’s Engineer has one client: the project owner. Every technical decision, every variation order assessment, every commissioning witness test is made in the owner’s interest — not the contractor’s, not the vendor’s, not the design consultant’s.
KVRM has no financial relationship with any EPC contractor, equipment vendor, or subcontractor operating on your project. We are not a contractor. We do not sell equipment. We do not have preferred supplier agreements. Our advice is independent — and our clients’ project outcomes prove it.
What Makes KVRM’s PMC Different
Engineering-led PMC — every decision backed by technical analysis, not just commercial administration.

End-to-End Project Management Services
Nine structured PMC disciplines — covering every aspect of project delivery from planning through IQ/OQ/PQ commissioning and handover.
The Owner’s Engineer role is the primary PMC service KVRM provides — acting as the project owner’s independent technical authority across all engineering, procurement, and construction decisions. We review, challenge, and verify contractor deliverables from the owner’s perspective, not the contractor’s.
- Design review and approval — engineering deliverable review on owner’s behalf
- Technical deviation and concession assessment — approve or reject with reasoning
- Equipment data sheet review and vendor TBE (Technical Bid Evaluation) support
- Third-party certification and inspection witness on owner’s behalf
- Design-to-construction compliance verification — ensure what is built matches what was designed
- Lender technical advisory — technical due diligence for project finance
- Independent technical reporting to project owner’s board and investors
- HAZOP and HAZID facilitation support as independent chairman
Commissioning is where projects are won or lost — a commissioning failure after construction completion creates expensive delays and contractual disputes. KVRM manages commissioning as an Owner’s Engineer, applying the appropriate qualification framework for each sector: IQ/OQ/PQ for pharmaceutical and hospital projects; SMSTS/CMSTS/IMTS for data centres; and dew point performance testing for Gigafactory dry rooms.
- Data centres: SMSTS, CMSTS, and IMTS execution and documentation management
- IT load bank testing coordination, UPS walkthrough, generator acceptance tests
- Pharmaceutical: IQ/OQ/PQ protocol management to GAMP 5 and EU GMP Annex 15
- Hospital: clinical commissioning — OT HVAC, medical gas, fire protection system tests
- Gigafactory: dry room dew point performance testing and HVAC qualification
- Utility commissioning — UPW, CDA, chilled water, vacuum systems acceptance
- Formation room temperature uniformity testing and acceptance
- Pre-commissioning punch list management and close-out tracking
- Commissioning master schedule (CMS) preparation and progress tracking
- Commissioning documentation package for owner handover and regulatory submission
Variation orders (VOs) are the primary mechanism through which EPC contractors recover underestimated costs — and the primary mechanism through which project budgets are exceeded. KVRM assesses every contractor VO claim independently, verifying causation, scope entitlement, and quantum from the owner’s perspective. We do not accept or reject VOs on the basis of contractor pressure — we assess them on the basis of the contract and engineering facts.
- VO register — tracking all changes from initial notification to final settlement
- Cause and entitlement assessment — did the stated cause justify a VO under the contract?
- Scope assessment — is the claimed scope of work genuinely additional to the contract?
- Quantum assessment — is the claimed cost reasonable for the scope claimed?
- Programme impact assessment — is the claimed time extension genuinely caused by the VO?
- Contractual notice compliance — did the contractor serve the correct notices in time?
- Negotiation support — independent position on fair settlement value
- Final account preparation and dispute resolution support
We develop and maintain the project execution plan and detailed schedule that govern how the project will be delivered — using Primavera P6 for all Level 3/4 scheduling and earned value tracking.
- Project execution plan (PEP) — strategy, organisation, interfaces, milestones
- Level 3/4 schedule development using Primavera P6
- Critical path analysis and schedule float identification
- Earned value management — CPI and SPI tracking against baseline
- Look-ahead scheduling — 3-week and 6-week rolling site schedules
- Schedule recovery planning when delays occur
- Contractor schedule review and challenge — baseline and progress updates
- Delay analysis — concurrent delay, acceleration, and disruption claims
Rigorous financial control from project inception through to final account. We establish cost control systems that give project owners early warning of cost exposure and enable informed decisions on scope, specification, and change.
- Project cost estimate — feasibility, FEED, and detailed design stages
- Budget allocation and contingency management
- Cost-at-completion (EAC) forecasting and variance analysis
- Invoice verification and payment certificate preparation
- Change order (VO) cost impact evaluation — independent quantum assessment
- Cash flow forecasting and project finance reporting
- Final account preparation and close-out cost reporting
We implement project quality systems ensuring all deliverables — engineering documents, procured materials, and constructed works — meet the specified requirements and applicable code standards.
- Project quality plan (PQP) preparation and implementation
- Inspection and test plan (ITP) for all key work packages
- Hold point and witness point coordination with client and third-party inspectors
- Weld inspection — WPS/PQR review, welder qualification, NDT coordination
- Material receiving inspection — mill certificates, dimensional checks
- Non-conformance report (NCR) management and close-out tracking
- Vendor and sub-contractor quality audit
- As-built documentation management and handover package preparation
We manage the procurement process from pre-qualification to contract award — ensuring the right vendors and contractors are selected on the right commercial terms, and that contract obligations are fulfilled throughout execution.
- Vendor and contractor pre-qualification and approved vendor list (AVL) management
- Technical bid package preparation — MR, RFQ, technical specifications
- Tender technical evaluation — recommendation reports for owner approval
- Contract drafting, negotiation support, and award management
- Supplier progress monitoring — inspection, expediting, delivery tracking
- Contract administration — notices, correspondence, claims throughout execution
Structured risk management throughout the project lifecycle — identifying threats and opportunities early, assessing probability and impact, and implementing mitigation strategies before risks become cost and schedule problems.
- Risk identification workshops — structured facilitation across all disciplines
- Risk register — likelihood, impact, rating, owner, and mitigation actions
- Qualitative risk assessment — probability-impact heat map
- Quantitative risk analysis — Monte Carlo schedule and cost simulation
- Mitigation action tracking and risk response monitoring
- Monthly risk reporting to project owner and steering committee
Physical presence on site is essential to verify that construction work matches approved designs and meets quality requirements. Our resident engineers provide continuous site supervision and progress monitoring.
- Resident engineer (RE) — full-time or part-time site representation
- Daily and weekly site progress measurement and reporting
- Design-to-construction compliance verification
- Site instruction (SI) and RFI management
- HSE compliance monitoring and safety observation reporting
- Subcontractor performance monitoring and coordination
