The Bureau of Energy Efficiency (BEE) notifies energy-intensive industries as Designated Consumers (DCs) under the Energy Conservation Act. DCs are legally required to conduct energy audits, file annual energy consumption returns, and appoint an Energy Manager. Under the PAT (Perform Achieve Trade) scheme, each DC is assigned a Specific Energy Consumption (SEC) target โ and must either achieve it or purchase Energy Saving Certificates (ESCerts) from over-achievers.

BEE Designated Consumers & the PAT Scheme
Understanding your regulatory obligations under the Energy Conservation Act 2001 is the starting point of every industrial energy management programme in India.
The BEE notifies energy-intensive industries as Designated Consumers (DCs) under the Energy Conservation Act 2001. If your plant consumes above the notified threshold in any of the nine sectors (aluminium, cement, chlor-alkali, fertiliser, iron & steel, paper & pulp, petrochemical, railway, or textile), you are a Designated Consumer with legal obligations.
Under the PAT (Perform Achieve Trade) scheme, each DC is assigned a specific energy consumption (SEC) target for each PAT cycle (typically 3 years). Over-performers receive Energy Saving Certificates (ESCerts) that they can sell. Under-performers must buy ESCerts or face penalties.
